Whenever I need a free program, my first stop is always http://www.download.com and then http://www.freewarefiles.com I hope these sites can help you.
HD recovery is not an easy task to write a program for, and any freeware is not going to be very robust. The best bet is to purchase a program. It will cost 25-50 bucks, but they are worth it.
You can also try bittorrent. Not the recommended way, but you can get what you need there.

You’re not going to get one for free. HDD recovery programs cost money because data can be so valuable.

Don’t know about freeware that would do it, but the one I found seems to be a good deal.
